• Due to the fact that 4 out of 5 Gadsden School Board members are currently facing recall, one might wonder if GMCS is paying all the legal bills for both Gallup and Gadsden.

  • In “District takes union to court in fight over access to teachers” in the Monday, October 10, 2005 Gallup Independent, GMCS Supt. Karen White stated that “they [GMCS] are complying with state labor laws,” “the state board has no jurisdiction to hear the case,” and finally that the “state law is very clear:  If the area has a local board, it’s the local board and not the state board that listens to any complaints.”

    • What Supt. White fails to mention is that the first MCFUSE complaint was filed with the State Labor Board BEFORE a Local Labor Board was even thought of or proposed.  In fact, the Local Labor Board was proposed in response to this complaint to keep it out of the State Labor Board’s hands.

    • All subsequent complaints were filed with the State Labor Board because there was not a complete Local Board.  To date, the Local Labor Board has no Board rules under which to operate.

    • If GMCS actually believes that it is “complying with state labor laws,” (which is up to a neutral third party to decide) why is the District so intent on keeping the complaints from being heard by the State Labor Board—which is experienced, has rules in place, and knows all parties concerned; so they can be heard by the Local Labor Board—which was not proposed when the initial complaint was filed, has no experience, has yet to develop Board rules, and does not know the parties well???

    • Saying GMCS complies with state labor laws is like saying Baldrige is practiced in the Boardroom as it is in the classroom.  Repeating something often enough does not make it so.

    • GMCS should cease spending District funds on the legal manipulation of the system and let the complaints be heard WHERE THEY HAVE BEEN FILED!!  That is, if the District is so certain about its compliance with state labor laws.   


  • Why are school budgets sliced so thin?  Why don’t our children have textbooks? 

  • Having her Motion to Dismiss and her Motion for Reconsideration denied by the Public Employee Labor Relations Board (PELRB), Dina E. Holcomb, of Management Associates, Inc., has filed an injunction in District Court against the PELRB on behalf of GMCS. 

  • Management Associates, Inc. v. State Labor Board will be heard on October 17, 2005.

  • At $150 per hour, it will be interesting to see what GMCS will pay (even with a legal services budget of $150,000) to keep the MCFUSE complaints from being heard by the PELRB.

  • How different our lives would be if we all made $150 per hour working for daddy! 

  • How different our classes would be if the legal services budget were used in our classrooms for our children’s education!


  • Waxing Nostalgic:  Remember when GMCS tried to do everything possible to give teachers time to plan their lessons and to teach their subjects during class time?

    • “In for a Penny, in for a Pound”

    • Say “good-bye” to the large cohort that was trained in the Systems Approach process and was, in turn, to train other school teams.  GMCS is contracting with Jim Shipley and Associates (JSA) of Florida to “provide highly trained coaches to work with teachers in their classrooms.” 

    • Where will the $$$ for this contract come from?

    • From the 16 Corrective Action and Restructuring 1 & 2 schools which were each  to receive a $45,000 grant “to provide instructional services to students by reducing class size.’ AND From an Indian Education grant for each of 16 schools in the amount of $19,553.

    • Schools will be allowed to keep $18,000.   SO….

    • $45,000 X 16 = $720,000 PLUS

    • $1,553   X 16 = $  24,848

    • TOTAL  =   $ 744,848

    • Does it make sense to take money that is to be used to maximize teaching in the classroom in order to pay an out-of-state organization that will train staff to dilute this same teaching?

  • Can anyone explain why “Stepford Teachers” need to be Highly Qualified or why Highly Qualified teachers need so much mentoring, observation, Professional Development, etc.?

  • Does Education Matter?

    • The last issue of Education Matters featured the Systems Approach and the 2004-05 Accomplishments of Central Office.  One cannot help but think of recent statements made by David “Jed” Stus at a GMCS Board Meeting.  Not only did he state that the Systems Approach was “being embraced by the staff,” he also stated that “the Systems Approach is promoting itself.”  It rather seems that this “self promotion” continues to be at the taxpayers’ expense!

      • Behind Door #3: An unwanted trip for one to another school site (with no parting gifts).

    • Had this teacher not been a member of MCFUSE, he would also be looking at nearly $20,000 of legal fees!


  • It is common knowledge that GMCS employee travel has been drastically cut. From the Board agendas, however, it appears that Central Office travel only picks up speed.


  • What's in a word? Remember when "support" meant a requested service for one's benefit and did not resemble forced intervention?

  • It was good to see a sheet of butcher paper with +Delta on the Boardroom wall at the 9/6 Board meeting. It would have been even better to have the community stakeholders in attendance participate in filling it out, just as students participate in the classroom process with the teacher.


  • What GMCS city schoolteacher was allegedly placed on a Growth Plan due to lack of administrative support by Principal, passed and was recommended for rehire only to be allegedly told by the Principal that the teacher had two options:  transfer or resign?

  • What GMCS county counselor has been terminated after the first year and how can GMCS afford to lose yet another counselor…. at this school?

  • What GMCS city librarian allegedly received low marks on an evaluation by an Assistant Principal who allegedly relied on information from the librarian’s peer in lieu of any personal observation?

  • On May 17, 2005, GMCS Superintendent Karen S. White stated in the Gallup Independent that “there is no way the district is going to allow the union to bring in their own copying machine.  If they want copies, they can pay for them--$1 a page—like everyone else.”

  • At the School Board Law Conference in Albuquerque on June 4, 2005, Cuddy Law Firm

    1. allegedly pushed school board members to ‘suck up’ to superintendents because they’re hard to find and so invaluable.  ( I wonder if members were present from the Gadsden Board!?!)  AND
    2. allegedly stressed the importance of putting teachers in their place and reminding them who is boss.  (Sounds like teachers should expect more vigorous and ruthless evals..  So much for retention!) 

  • What GMCS County Principal has, once again, allegedly gotten rid of yet another counselor?

  • What GMCS city employees are allegedly being given credence by Central Office, even though, allegedly, they are not following the chain of command as outlined in GMCS policy?

  • What evaluations of what GMCS city employee have allegedly gone from spectacular to dismal, now that the employee is to allegedly advance to the next tier and receive a substantial pay increase?

  • What GMCS county employee allegedly continues to receive a stipend for services allegedly being done by peers due to alleged 504 concerns?


  • Does it seem ironic to anyone else that an Open Meetings Resolution should be on the Consent Agenda?

  • Shame on Representatives “Kiki” Saavedra (ABQ) and Luciano “Lucky” Varela (Santa Fe), and Senators John A. Smith (Deming) and Tim Jennings (Roswell) for delaying, blocking, and killing our bills for a 5% raise and 3-tier pay plan for EA’s.

  • Shame on those legislators who, on the legislature floor, called teachers “greedy,”  “selfish,” and “stupid” and on the ‘Education Governor’ who wanted some “skin” from the teachers for Retirement solvency.  Educators have been giving their  “skin” for years in this country, and if we were “greedy” or “selfish” we would have chosen School Administration or Politics as careers.  As for “stupidity,” it can always be overcome/remedied in the next elections.

  • Shame on the Legislature for putting up a “Fire Wall” to prohibit constituents from contacting our elected representatives via email during the Legislative Session!   Maybe our “Fire Wall” will be up when you try to contact us again during your next campaign!

  • When parents went to Central Office to save a Band teacher position, they were allegedly asked by an Assist. Supt. “How is blowing into a horn going to raise test scores?”  The Supe stated in an April 5th radio interview that the parents should have gone to Central Office first, rather than to the Board---they apparently did!


  • Quid Pro Quo:  Contract Extension for Plaque and Continued Influence in GMCS?  Will ex-GMCS Board member Bill Bright’s influence continue to be felt in GMCS despite voters’ apparent wishes expressed in a Democratic election?

  • If Teach For America (TFA) teachers are “highly qualified” and out-perform certified Teachers as claimed, it just seems logical that all stakeholders could benefit:

    • GMCS could save money by canceling all Professional Development training and costly programs including travel, per diem, speakers, etc. This would also save money by reducing Professional Development staff in Central Office.

    • TFA could improve financial situation by charging GMCS to train all staff for several weeks every two years.

    • Parents would be satisfied that their children’s instruction is not interrupted.

    • Teachers would have more time to devote to instruction and planning, and money saved could give relief to department budgets/classrooms.

  • What GMCS county Principal has allegedly been telling staff that 30 workdays of notice are required to leave the District?  Rumblings of dissatisfaction are currently being heard from the Elementary, Middle, and High Schools of this county town.

  • Shame on any GMCS personnel who inappropriately use the PDP Evaluation Process and then hide behind District Grievance Policy that evaluations cannot be grieved.  This may serve your personal agenda in the short term, but could open you and the District up for complaints or even litigation in the long term.  We urge the Personnel Office to follow the law and spirit of these policies and not be manipulated, coerced, or swayed by this unscrupulous tactic.     


  • What GMCS County Principal allegedly demands to sign IEPs without attending IEP meeting? The Principal will allegedly “deal with the repercussions.

  • Fiscal irresponsibility or politics as usual?

    • Shame on the GMCS Board members who voted to give the GMCS Superintendent another year on her contract when she still has two years remaining. Good business sense would seem to dictate that such a determination be made toward the end of her current contract.

    • Two years is sufficient time for any Board members to familiarize himself/herself with the Superintendent’s performance.

    • To say that the contract extension is to ensure the District’s Five Year Plan is carried out is not sufficient. Teachers, and recently Principals, who are in the trenches carrying out the Five Year Plan only receive one year contracts. In fact, only one year at a time, after the previous contract expires.

    • Ex-Board member Bright stated that they did not want to “change horse in the middle of the stream.” No one was asking the Board to “change horses,’ just to wait until the current “horse” had gotten closer to the other side of the “stream.”


  • What GMCS County Principal has allegedly been placed on administrative leave while being investigated for embezzlement?

  • What GMCS County Principal allegedly denied an employee the right of representation via Weingarten rights? Private sector or public sector, this right should be universal!

  • Word has it that the education version of business’ Baldridge plan has omitted all references to union relations! Shame on you!

  • What GMCS County SPED teacher allegedly has two prep periods and has allegedly bragged that CO certified teaching in non-certified areas?

  • Unsubstantiated, thus far, are rumblings of possible missing monetary receipts from athletic event gate and concessions at a GMCS County school.

  • Is it true that a TFA-like program is being introduced that brings retired eastern CEO’s to the southwest to fill administrative positions for 2 year stints?

    • This should be quite successful as the program does not have to pay stipends above already generous salaries. Of course, NMPED would need to determine their status as “highly qualified,” “more than qualified,” or overly qualified.” Imagine the CEO of Enron as a Superintendent!


  • What GMCS city Principal allegedly had custodians install flag holders in the hallways which are alleged to be a safety hazard as they are at EYE LEVEL  for intermediate students?

  • What GMCS elementary school students allegedly receive only 10 minutes per day of outside time?

  • Word from the Grape Vine has it that one GMCS city Principal allegedly plays teachers off against each other and that Kindergarten EA's are allegedly so harassed that they are scared to go to work.  An elderly Navajo lady is reportedly singled out for alleged special harassment.

  • What GMCS city Principal allegedly refused sick leave to a staff person for a Blessing Way Ceremony?


  • As GMCS is actively seeking "student input" for its 2005 Legislative Agenda from the Student Advisory Committee and plans to have the students assist District lobbyists in Santa Fe, one might ask if the District's goal is merely to foster the development of youth leadership skills or to use the students to play on the sympathy of the legislators in order to attempt to further its own agenda.

  • In a Letter to the Editor in the Gallup Independent on January 8, 2005, GMCS Board member Bill Bright stated:  

    • I also want to assure the voters that Mr. De La O is a man of integrity whose vote on the school board cannot be bought by any organization that chooses, un-asked, to campaign door-to-door for him.

    • Please disregard any person or organization making claims in the media or at your door step that is not officially endorsed by Mr. De La O or myself. I think we are all fed up with the "determined detractors" (the swift-boat captains on one side and Michael Moore on the other) that appeared during the national elections.  Let's not allow that to happen to our community's non-partisan school board or city council elections.

    • These statements have several implications:

      • Does Mr. Bright honestly believe that school employees and their union, MCFUSE,    do not have a vested interest in local election results and should not work to that end?

      • Does Mr. Bright actually believe that elections, local or otherwise, are non-partisan?

      • Does Mr. Bright actually expect the voters to believe that candidates do not welcome campaign assistance

  • Now that Mr. Bright is no longer being supported by the school employees' union, is he merely showing his political shrewdness by attempting to place a wedge between Mr. De La O and his supporters;  knocking out some of Mr. De La O's supporting political legs by trying to put it in the public's mind that, if Mr. De La O has people campaigning for him, he is a man of little integrity; and by appealing to voters to disregard people and organizations that are campaigning in support?

  • Does Mr. Bright honestly believe that the community is so naive and non-savvy as to not see through this less-than-subtle political scheme/ploy?

  • When a GMCS teacher recently gave 30 days notice, what GMCS city Principal allegedly said that it did not include Christmas Break?  The Principal was allegedly overruled later by Central Office.  (That's the holiday spirit!)

  • What GMCS county school has allegedly interviewed a STUDENT for Head Softball Coach?  What about liability?


  • Call the Fire Marshal!

    • What GMCS county school site manager allegedly...and without notification to staff...changed the combination locks? Doors are also allegedly chained while staff are still inside the school building.
  • What GMCS county school allegedly has DVD movies being watched on the front office computer by management staff and relatives?

  • What four GMCS county teachers were allegedly moved without notification? One was allegedly told by an EA that her new assignment would be teaching 3rd grade.

  • What GMCS county school allegedly uses that last 45 minutes of each day, M-Th, for non-academic activities such as bingo, basketball, music, games, etc. to make school "fun?" In addition to student pullouts from classes for Student Council, Conflict Mediation, delayed Mondays, and early-release Fridays, are students and teachers both being set up for failure?

  • Why is the GMCS District allegedly scheduled to discuss a Board Resolution to form a Local Labor Board at its 1 November meeting?

    • The District and MCFUSE have both been notified that the State Labor Board will meet on 3 November to hear a Prohibited Practices Complaint brought by MCFUSE against GMCS.

    • Could the reason be that approval of such a resolution would place the complaint in abeyance for 90 days?

    • With GMCS and its finances under the scrutiny of Senators Rainaldi and Tsosie, two Board members up for re-election, and rumors that 1 or 2 Board members are facing a re-call election, the decision by the GMCS Board will be an important one.

  • What GMCS county principal allegedly said the following?

    • On getting parents to school functions:

      • "I'm sure if we'd serve beer and alcohol..."

    • When referring to students:

      • "...aliens from another planet..."

      • New student coming from another school "were raised like a pack of wolves."

      • "...search their socks, they're going to steal anyway."

  • What GMCS county principal allegedly modeled staff referrals after student referrals that have allegedly resulted in and fostered in-school tattle telling?

  • What GMCS county principal allegedly changed to failing grades so that students could play football?

    • "I wish they'd leave their dumb Indian selves at home."

  • With a motion by Board member Bright, the GMCS Board voted, with a forceful recommendation by Supt. White, to approve a resolution to create a Local Labor Board. This make the GMCS District only the second school district in New Mexico to take this step.

  • According to the Gallup Independent, Supt. White states that "until the union has an election, it doesn't officially represent the teachers."

    • MCFUSE stands for McKinley County Federation of United School Employees. We represent all employees, not just teachers.

    • The public is welcome to refer to the Public Employee Bargaining Act (PEBA) (this requires Adobe Acrobat), page 31, Section 24, paragraph B and decide for itself if MCFUSE is the exclusive representative.

  • Who says there is no money in education?

    • If it is true that GMCS paid $134,000 for legal services last year, as reported to Senators Rainaldi and Tsosie at the 18 October Board meeting; and if it is true that these legal services are provided by Martinez Management and Associates and the Cuddy Law Firm; and if it is true that these entities provide legal services, as is widely reported, to 67 or 68 of New Mexico's School Districts; then does this mean that if other New Mexico Districts legal expenditures are comparable to those of GMCS; then these entities are sharing approximately $9 million per year from New Mexico School Districts.


  • Which GMCS employee is allegedly being "encouraged" to perform the duties of IST and SPED Case Load Carrier?

  • Which GMCS county Principal allegedly asked for volunteers for CPI training on a SATURDAY but will choose personnel if lacking volunteers?

  • Which GMCS county Principal allegedly uses the Friday early-student-release schedule for Staff Development instead of Scholastic Red which was the intent?  What are Staff Development Days used for?  


  • What GMCS ex-county principal is allegedly undermining the efforts of the new county principal?

  • Distant rumblings are being heard from a new GMCS county school. These “rumblings” evolve around the lack of telephone service, site administration, transfers, and racial tensions-not to mention enrollment numbers.


  • What GMCS county Assistant Principal allegedly chose to support a rumor rather than a staff member in a meeting with a parent? The Assistant Principal allegedly suspended the staff members temporarily when the staff member would not admit culpability in front of the parents. Where is due process?


  • Promotion?
    • A controversial GMCS county Principal, featured prominently in the media and this site, has allegedly been transferred to Central Office as the Professional Development and Mentoring Director. This position allegedly comes with an increase in salary.

  • Retaliation?

    • What GMCS county Principal allegedly sent someone to the Red Lake Chapter House to get a copy of their Resolution referred to in the Gallup Independent of Monday, June 14th  and a copy of the meeting sign-in sheet?

    • What GMCS county Principal allegedly informed the Reading Specialist recently that the position will not be hers next year because she is not a "team player" and he needs "‘someone [he] can trust?"  The Reading Specialist received  “Exemplary” in all areas with one “N/A” on her evaluation!

    • When asking about a transfer, a GMCS county Teacher was allegedly told by a Central Office Secretary that no Principal in GMCS District would take a teacher from that school after what the teachers had done to the Principal.  Have they been reading the same Gallup Independent articles?

    • What GMCS county Principal allegedly told a staff person (mother of a veteran) that she had better take care of the “controversy” in Gallup about the Principal allegedly hanging up on her son?

    • At what GMCS county school are summer staff allegedly being approached on contract time and allegedly pressured to sign a letter of support for the county Principal?  

  • Pot calling the kettle black”?

    • What GMCS county Principal allegedly refused to let Student Senate Legislator Christopher Morris speak at 5th grade graduation because he had been ‘tainted’?  (Article had appeared in Gallup Independent dealing with Morris and UNM diploma discrepancy.)  Principal allegedly told Morris that the staff had voted and that he was not welcome when no vote had taken place.

    • What GMCS county Principal allegedly told a teacher that if the teacher did not complete grades for an ill teacher (recently diagnosed with advanced stage of Leukemia) that the ill teacher would not receive last paycheck?

    • Do you remember the District-wide CWT Training for Principals and being told that this walk through was a 3--4 minute "snapshot of the classroom"?
    • What GMCS city Principal allegedly admitted to conducting 40-minute CWT's?
    • Anyone remember being told that IST observations are not evaluations?
    • What GMCS city Principal allegedly admitted under oath that IST observations, reported verbally, are documented in writing and become staff evaluations?
    • What GMCS teacher was recently terminated by the GMCS District and later allegedly received a Certificate for Outstanding Service for 2003-2004 from the Principal that did not recommend re-hire and allegedly testified against the teacher during Termination Proceedings?

  • Correction

    • MCFUSE has received credible documentation indicating that the GMCS employee responsible/instrumental for bringing Scholastic Red to the GMCS   District has work lined up with the Louisiana Department of Education and the New Mexico Public Education Department but that "it is confirmed in writing that...(employment)...was never discussed" with the Vice-President of Scholastic Education. 


  • What GMCS county Principal was the subject of a Letter to the Editor in the Weekend edition of the Gallup Independent on May 29, 2004?  The Principal allegedly hung up on a U.S. serviceman calling his mother at work from overseas and allegedly stated that the mother would need to take personal leave to get calls from her son.


  • What GMCS employee, responsible/instrumental for bringing Scholastic Red to GMCS District at a cost of half a million dollars for Professional Development, has allegedly announced her resignation in June?  She also allegedly announced that she would be taking a position with……...……….SCHOLASTIC  RED!!!

  • How many times have students at this GMCS county school allegedly written the following on the bathroom walls in FECES?
    • F--- YOU, (Insert Principal's name here)
  • What "Coordinator" has been allegedly made "Director" and will receive a salary increase in this "tight-budget" District although the job is essentially the same?
  • Serious Error in Judgment or Cronyism and Deliberate Indifference?: Which GMCS county Principal, featured prominently in the media, was awarded (or rewarded) with a TWO-YEAR contract although other less controversial and more deserving Principals received a ONE-YEAR contract?
    • (Meanwhile, with community Parents allegedly pulling their children out to attend other schools, isn't this how the problem at Smith Lake started?)

  • Which GMCS county Principal uses the classroom telephone and teacher's computer DURING teacher observation and attributes it to "multitasking?"

  • Which GMCS county Principal allegedly targets union members for retaliation by giving written reprimands en masse?

    • This is expressly prohibited by the New Mexico collective bargaining law!

  • Which GMCS county Principal allegedly violates Central Office Personnel directives given at remediation and has yet another given remediation opportunity? Written summary of the first remediation was allegedly never presented to the complaining party.

  • Which GMCS city Principal allegedly uses an IST as an administrative support surrogate for classroom "observations?"

    • Note to self: IST, Instructional Support Teacher? or In class Surrogate?


 

  • What GMCS county Principal allegedly stated in a recent staff meeting that Related Arts (i.e.. music, computer lab, library, PE, Navajo Language and Culture) is just "babysitting"?

A GMCS city Principal writes/documents that the substitute could not find the teacher's lesson plans and that teaching manuals were in disarray!   • What GMCS county Principal allegedly renamed Teacher Planning Time "non-contact time" and FREQUENTLY uses this time for Principal Directed Activities?

  • What GMCS county Principal allegedly told CO that a certain employee  (non-union) was a "Union Kingpin" after the Principal's job?
  • May 02, 2004: The MURAL previously mentioned herein and reported on in The Independent has been altered to EXCLUDE the Principal's image. The Principal involved later sent a letter of apology to parents.

  • Which GMCS county Principal allegedly said in a Faculty Meeting that if it were not for the Begays and Milfords (family names) there would be no Special Education Department?
  • Which GMCS county Principal allegedly refers to kindergarten students as "wienies"?

  • Which GMCS county Principal allegedly filled two teaching positions with non-certified hires OVER certified Navajo applicants?
  • Which GMCS county Principal authorized a school mural and committed a cultural faux pas by allegedly directing that his own likeness be included (prominently) in the painting?

  • What GMCS county principal's alleged smelling of alcohol and intoxication during school activities has become, according to sources, common knowledge and the main topic on the street of a small Navajo community?

  • What GMCS counselor distributed Bibles to students in a GMCS classroom? Sources indicate that a reprimand soon followed...

  • Suggestions have been made that school sites alert staff, especially pregnant staff, when students are sick with chicken pox and other contagious illness which may adversely affect a mother and her unborn child.

  • A GMCS county Principal continues to "bully, intimidate, degrade, and belittle" school staff. This same administrator kept students in from recess for a week so they would not track mud into the school.

    • When involved in an abusive relationship, domestic or otherwise, it's best to get out of the relationship.

  • What GMCS county Principal has been repeatedly that counselors are not to handle discipline? This same principal allegedly told school staff with whom to associate so as to not adversely affect their employment. Sources also allege that custodians and security personnel were utilized to follow school staff during school hours.

    • To paraphrase Board Secretary Bright at a past meeting, principals can be very important when it comes to teacher retention or effect it adversely so.
